The peace covenant also denounced theatrocities of the New People’s Army (NPA). Palabrica confirmed that the NPA triedto recruit students of Bingawan National High School in recent months. “We are publicly denouncing the rebelsand warning them to stop recruiting students. They are not welcome in our town.What we want is peace, and we want an end to the armed conflict,” said MayorMark Palabrica. The signing on Nov. 14 was held at themunicipality’s gym. It attracted the participation of students and youths,barangay officials and other sectors. The local government also declared theNPA persona non grata.
