Along with the 46 Discovery program titles by new international filmmakers that were also announced Tuesday, TIFF’s 2018 roster is complete: 255 features and 88 shorts, 343 films in all. That’s up three titles from 2017, which had 340 films (256 features and 84 shorts), but the total is still far lower than in other years, before TIFF trimmed its offerings to make the 11-day fest more manageable. Somalia UNICEF immunizes 100000 children and women in camps

The United Nations Children’s Fund (UNICEF) has announced plans to immunize approximately 100,000 internally displaced Somalis living in camps along the Mogadishu-Afgoye corridor this week. The vast majority of Somali children under the age of five – 95 per cent – have not received the full recommended course of vaccinations. The new drive will provide those to 47,600 children as well as 56,000 women who have fled recent violenceUNICEF’s Representative to Somalia, Christian Balslev-Olesen said UNICEF is spearheading efforts to reach the displaced in response to Somalia’s volatile security conditions. “If you consider that ten percent of the country’s population has had to flee their homes – with these numbers increasing every day – then we have to find effective means of delivering services to these people. This is why UNICEF and its partners have organized campaigns like this one to reach every child.”Somalia has some of the worst social indicators for children in the world: one in eight children dies before his fifth birthday, one in three is chronically malnourished, hardly a third of families have access to clean drinking water, just 30 per cent of children go to school and on average people only live to the age of 47, according to UNICEF.“If the United Nations is to remain relevant and improve the lives of Somalis, then we need to be more aggressive in how we reach children who need us,” said Mr. Balslev-Olesen.This week’s immunization campaign is one of three that UNICEF and its partners will organize in the coming weeks, said the agency, which is also working to deliver clean water, sanitation and education facilities, as well as to improve the delivery and quality of health and social protection services. With the fall of Somalia’s Government in 1991, the country’s health system has faced severe challenges in providing essential services to its population. But UNICEF said recent data coming out of the country indicates that effective awareness-raising campaigns and temporary and mobile health delivery points can significantly reduce the number of children dying from measles and polio.UNICEF and the World Health Organization (WHO) said they can reach 3.5 million children and women in the next two years for as little as $15 per person per year. This cost will enable, among other critical child survival interventions, the delivery of measles, polio, diphtheria, tetanus and tuberculosis vaccines to children under five along with a capsule of vitamin A to boast their immunity. Women of reproductive age will receive iron supplementation and tetanus toxoid immunization. 6 December 2007The United Nations Children’s Fund (UNICEF) has announced plans to immunize approximately 100,000 internally displaced Somalis living in camps along the Mogadishu-Afgoye corridor this week.

Azath Salley to contest Parliament polls

“This is taking a racial twist. We must stop this,” Salley asserted.Salley said that if the UNP fails to give him nominations to contest the August 17 election, he will contest as an independent candidate in order to keep his promise to the people of Kandy. (Colombo Gazette) He also said that at talks held with UNP Leader Ranil Wickremesinghe he was told that the UNP had proposed that only two Muslims contest in Kandy on behalf of the UNP. Salley said that the UNP had in the past fielded more Muslim candidates from Kandy but now that number is being reduced. He also accused the UNP of attempting to reduce the overall number of Muslim candidates contesting future elections from the party. Salley said that the people of Kandy have requested him to contest the election from Kandy and represent the people of Kandy in Parliament. Muslim Tamil National Alliance (MTNA) leader Azath Salley says he will be contesting the Parliament elections from the Kandy District.Speaking to reporters in Kandy today after meeting the Chief Prelates of the Asgiriya and Malwattu chapters, Salley said that he will contest the election either with the UNP or as an independent candidate.

Womens basketball Mitchell developing into more of a leader for Buckeyes

OSU then-sophomore guard Kelsey Mitchell (3) goes up for a shot during a game against Northwestern on Jan. 28 at the Schottenstein Center. Credit: Lantern file photoOhio State junior guard Kelsey Mitchell is already one of the best players in women’s college basketball. But even she has room to grow.OSU coach Kevin McGuff pushed Mitchell to enroll in a leadership course this semester. Assuming a leadership role is new to the Cincinnati, Ohio, native.“I’m not one of those people that likes to tell people what to do, but coach McGuff has put me in that role,” Mitchell said. “I think that class has helped me become more vocal. I’m a little bit more outgoing.”Mitchell said she now has made it her goal to become more of a leader for the Buckeyes. McGuff has already seen improvements.“She’s talking more, she’s more engaged,” McGuff said. “She’s obviously a great kid, one of the hardest workers I’ve ever been around, and she’s a fierce competitor. But she’s also got a really good feel for the game, and I think that you see her sharing that more with her teammates.”Out of Princeton High School near Cincinnati, Mitchell was a consensus five-star prospect and was considered by some as the No. 1 overall prospect in her class. She was the 2014 Gatorade Player of the Year in Ohio and was a finalist for the Naismith Girls’ High School Player of the Year award.Mitchell immediately found success at OSU. She was the unanimous Big Ten Freshman of the Year after becoming the first-ever freshman to lead the country in scoring at 24.9 points per game. Her 873 total points on the year set a school and Big Ten record, and she set NCAA records for most three-pointers in a season (127) and most consecutive games with a three-pointer (35).The guard didn’t slow down in her sophomore season. She broke her own school record for points in a season with 889 and scored the most points in a single game in OSU history with a 48-point performance against Michigan State on Feb. 27. She was a consensus All-American and finalist for several national awards, including Naismith Player of the Year.Mitchell now sits at 1,762 career points. She’s on pace to chase down former OSU forward Jantel Lavender (2,818 points) for the all-time school scoring record. With 253 made three-point field goals, Mitchell needs just 18 to surpass former guard Caity Matter for the OSU record.Mitchell’s accomplishments in her two years at OSU have led McGuff to believe that she is the best player he has ever coached.“She’s really special,” McGuff said. “She can really, really play and we’re really fortunate to have her here.”OSU junior guard Alexa Hart also believes Mitchell is a fantastic teammate, and has incredible basketball ability. For Hart, it’s the dedication that Mitchell brings to the game that puts her above the rest.“She comes in the gym when no one else is in the gym and just works hard,” Hart said. “She comes in any time of the day, whenever she can, and works out.”Mitchell is on her way to becoming one of best guards ever to come out of Ohio State, but that’s not something she thinks about too much.“I’m not really into that. I just come to the court, play and go to school,” Mitchell said. “There are so many great players that came through Ohio State, so to even be a part of that conversation is something that I’m really, really grateful for.”

Ohio State football finalizes 2013 schedule

The path to what some fans hope will be a national championship season is now set in stone as Ohio State football finalized its 2013 schedule Friday. Fifteen days after Vanderbilt canceled its trip to Columbus for next year, the Buckeyes added San Diego State for a Sept. 7 contest against the Aztecs in Ohio Stadium. “San Diego State has a fine football program and we are happy to be able to add them to our schedule,” OSU athletic director Gene Smith said in a released statement. “We have had an excellent relationship with SDSU over the years with three exciting, competitive games since 2001.” The 2013 game will be the fourth time the two teams have met since 2001. The Buckeyes, which hold a 3-0 advantage in the series, have outscored the Aztecs, 70-31 over the course of contests in 2001, 2003 and 2005. SDSU, which finds itself currently a member of the Mountain West Conference, will move to the Big East next season a long with fellow MWC member, Boise State. Other non-conference opponents for the 2012 season include Buffalo, Florida A&M and California. OSU continues its 2012 campaign against Illinois Saturday at 3:30 p.m. at Ohio Stadium.

Revenue to waive tax on sale of properties for owners in arrears

first_imgREVENUE HAS SAID that it will waive the Capital Acquisitions Tax (CAT) for property-owners in arrears if they come to an arrangement with their bank to sell for less than they originally paid and have the bank write off the balance.Under CAT legislation, the write-off, or debt forgiveness, would normally be considered as a gift from the bank, with the property-owner then faced with a potential tax rate of 33 per cent on the balance. However an ebrief from the Revenue Commissioners last week provides that in these instances, Revenue’s approach will not be that the financial institution made a gift of any sort. For example, an person who bought an apartment for €300,000 in 2008, borrowing €250,000 on interest only terms could now sell it, with the bank’s consent, for €140,000. The borrower would agree to pay an on-going payment of say €500 for 5 to 7 years and the bank would write-off the €80,000 balance. Under this new rule, a CAT charge will not arise and the borrower will not incur an extra debt to pay to Revenue.Recent figures show that the proportion of buy-to-let mortgages in arrears stood at 18.9 per cent and tax experts Taxback.com was that the ruling will be welcomed by many struggling mortgage holders in this situation.“We believe that this update could apply to a significant number of individuals with buy-to-let properties that they must sell as they cannot afford the repayments and therefore must agree upon terms with the bank,” said Christine Kelly of Taxback.com.Read: Mortgage holders in arrears are older and more likely to have children – report>Read: IMF: European help, progress on mortgages crucial to exit from bailout>last_img

Nintendo 3DS Owners Reporting Black Screen of Death

first_imgThe 3D hasn’t caused the eyeballs to pop out of any small children’s heads (yet), but the recently released Nintendo 3DS is already getting its first round of user complaints, courtesy of the newly christened “black screen of death,” an homage to the infamous Windows error that has plagued users for years. The message reads, “An error has occurred. Hold down the POWER button to turn off the power, then turn it on and try again.” Users have reported seeing it on a number of games, including Lego Star Wars, Ghost Recon, Star Wars, and Monkey Ball. It can occur during game play or startup. At present, it appears to only affect a small number of users. No official word from Nintendo yet.last_img

Reality of life as a Greek stray

first_imgIf you’ve travelled to Greece, you’ll remember catching a glimpse of a stray cat or dog in an alleyway. You may have even stopped to take a photo of one against a whitewashed wall during your island holiday. But the reality of life for these street animals is far from idyllic. Even if they survive the scorching heat of summer and the severe drop in temperatures during winter, they still have to contend with their biggest threat of all – people. “Looking into animal welfare issues in Greece is not for the meek,” says Chrisanthy Efstathiou, one of the organisers of the Penny Marathon, a 42-kilometre run held every year in Athens to raise awareness of the plight of stray cats and dogs. “Trying to help these animals is a harrowing experience. You often feel alone and desperate and there is a huge sense of despair because there is no support and no light at the end of the tunnel.” In addition to the casual Greek practice of dumping a cat or dog onto the street when the owner has a change of heart, Chrisanthy says it is just as common to come across stories of abuse and neglect, with animals chained up to a post in the middle of nowhere without food, water or shelter or left on an apartment balcony for an entire lifetime. But there’s also the relaxed attitude that many Greeks have towards poisoning, shooting and torturing these animals. “It’s not fiction,” adds Chrisanthy. “These people then post their photos on Facebook as a way to document their trophy killing. It is sickening and disturbing but this is the reality.” There are strict laws that exist in Greece for animal abuse violations. “I think this is one of the avenues we can use to create some change,” says Marilia Karamani, one of the founders of Filozoiki Oikonomiki Voitheia, a group run by (and for) Greek animal welfare volunteers. “The laws are there, we just now need to convince the authorities and the community that this abuse is a crime that needs to be punished. The system needs to be used as a legitimate way to get justice, however long it takes,” she explains. In addition to promoting legal recourse, Marilia believes there needs to be a greater emphasis on promoting what is acceptable and unacceptable behaviour towards companion animals. “When it comes to neutering or spaying an animal, a Greek will fight you tooth and nail that it is against nature, and then they’ll dump their pet once a litter is on its way. This can mean 20 new pups or kittens on the street just from this one animal in one year.” As is the case with many animal shelters around the world, Greek shelters (many of which are set up by volunteers and self-funded) are filled to the brim with animals looking to find a home. “Greeks are more likely to buy a so-called full-breed from a puppy mill. We need to promote the benefits of stray adoption and to understand that we have a moral responsibility to give these unwanted animals a chance at life,” notes Marilia. Chrisanthy and Marilia are among hundreds of animal welfare volunteers across Greece who fill the void that is government incompetence and community indifference. These volunteers sacrifice their time, energy and their small income to help. The Penny Marathon, which will take place on 14 July this year in both Athens and Sydney, is a way to acknowledge their struggle and contribution and raise awareness of the issues faced by Greece’s stray, abused and neglected cats and dogs. Afghans fear end of press freedoms golden age

first_imgIn this photo taken on 4 April 2019 an Afghan presenter takes part in a live broadcast at the Khurshid TV station in Kabul. Photo: AFPBeneath the gaze of the TV cameras a woman begins speaking, at first softly but with growing passion as she faces the “Butcher of Kabul” across a crowded auditorium and asks if he wants to apologise for alleged war crimes.Without missing a beat, Gulbuddin Hekmatyar, the ruthless former warlord blamed for rocket attacks which reduced much of the Afghan capital to rubble in the 1990s, declined to do so.The dramatic moment during a recent televised news debate highlights how far media freedom has come in Afghanistan, where — for now — traumatised civilians can stand and at least try to hold powerful men to account, live on camera.”Years ago, these kind of questions could get you killed, but now people can challenge the most dangerous people in mainstream and social media,” Mustafa Rahimi, a university student, said after watching the debate. But today, even as hundreds of media outlets proliferate across Afghanistan, consumers and journalists alike worry a potential peace deal between the Taliban and the US could sound the death knell for a golden age of press freedom.”We are concerned about a total or a partial ban on media,” Sediqullah Khaliq, the director of Hewad TV and radio in Kandahar — the birthplace of Taliban — told AFP.”There is fear that we may go back to a media blackout or having a state-controlled press.”While in power, the Taliban raged against traditional forms of mass communication and entertainment, banning television, movies and allowing only Islamist programming or propaganda to be broadcast on the only radio station, Voice of Sharia.Anyone caught watching TV faced punishment and risked having their television set smashed and then displayed from a lamppost.Almost all electronic products were outlawed as un-Islamic. For a while, trees in Kabul fluttered with the magnetic ribbon tape from destroyed cassettes.Photographs of living things were illegal, and ownership of a video player could lead to a public lashing.- A deadly trade -Afghanistan is the world’s deadliest place for journalists, who face many risks covering the conflict and who have sometimes been targeted for doing their job.Nine journalists, including AFP Kabul’s chief photographer Shah Marai, were killed in an Islamic State attack in April 2018.Media watchdog group Reporters Without Borders (RSF) reported that 2018 was the deadliest year on record for journalists in Afghanistan, with at least 15 media workers killed while working.Despite the risks, hundreds of media organisations have blossomed since 2001, and today there are more than 100 television channels, 284 radio stations and just over 400 newspapers and magazines, according to a government report. With one of the world’s lowest literacy rates, television and radio play a huge role in Afghan culture, and Afghans have grown accustomed to outlets holding their politicians to account.Warlords, politicians, Taliban sympathisers and government officials are openly challenged in televised debates, radio programmes and on social media.”We now play live music, women call in and share their problems on the radio. But even if the Taliban allow radios, I don’t think they would like our programmes,” said Mera Hamdam, a presenter at Zama private radio in Kandahar.”There is huge concern that we will lose all our achievements,” he said.Taliban spokesman Zabihullah Mujahid said if they return to power, the insurgents would follow an Islamic interpretation of freedom of expression.”We won’t allow propaganda, insults and humiliation to people in society and religious values. We will allow those who work for the betterment of the society,” he told AFP.A sixth round of talks between the US and the Taliban wrapped up last week in Doha, with apparently little progress being made on several key issues. The two foes have for months been trying to hammer out a deal that could see foreign forces leave Afghanistan in return for a ceasefire, talks between Kabul and the Taliban, and a guarantee the country will not be used as a safe haven for terror groups. But observers worry that in a rush to quit Afghanistan after nearly 18 gruelling years of war, America might not push for safeguards of protections many Afghans now take for granted, including media freedoms and improved rights for women and other marginalised people.”Freedom of expression as a protective value should be incorporated into any document resulting from peace talks,” NAI, a leading media support agency, said in a statement.Rahimi, the university student, said he worried about Afghanistan going back to “the dark era”.last_img

Plants Emitting Pollutants Illegally Report Finds

first_imgThomas Bougher/TexasTribuneHundreds of industrial facilities across Texas are illegally spewing millions of pounds of toxic pollutants into the air each year when they break down or perform maintenance, and state environmental regulators are not adequately policing the rogue emissions, according to a new report. The report by the Washington D.C.-based Environmental Integrity Project and Austin-based Environment Texas — titled “Breakdowns in Air Quality” — found that 679 facilities from the Beaumont/Port Arthur area to rural West Texas emitted more than 68 million pounds of sulfur dioxide, nitrogen oxide, benzene and other toxic substances last year during more than 3,400 incidents of breakdown or maintenance. The organizations compiled the report by analyzing emissions reports in online databases maintained by the Texas Commission on Environmental Quality, the state’s environmental regulatory agency.  Terry Clawson, a spokesman for the commission, said Wednesday morning that the agency was reviewing the report. The report asserts that the vast majority of the 2015 emissions were illegal because they exceeded the maximum emissions facilities allowed under their state and federal air permits. Companies have argued, however, that emissions during maintenance, start-up and shutdown events aren’t illegal and that they do everything necessary under federal and state law to minimize the breaches, which they say are unavoidable. The report found that facilities in the Houston area accounted for the largest share of 2015 emissions, discharging 5 million pounds of pollutants. Dow Chemical’s plant in Freeport accounted for the highest share — nearly 1.3 million pounds. The facility with the single highest emissions rate in the state was Keystone Gas Plant in West Texas’ Winkler County, the report says. In 2014, that plant emitted 11 million pounds of sulfur dioxide, which causes smog. Its air permit limits sulfur dioxide emissions to 1.6 million pounds of sulfur dioxide.State penalties for such events are too infrequent and too low, the report says.“Fines imposed by the state are often very small in comparison to the cost to public health and the profits generated by the industry,” it concludes.“By their own admission, polluters in Texas are routinely and egregiously violating the law and endangering public health with unauthorized emissions,” said Luke Metzger, director of Environment Texas, in a statement.  “And too often regulators look the other way when polluters break the law. This lawlessness must come to an end.”Environment Texas and other environmental groups have sued companies directly in recent years over such emissions events, citing inaction from state and federal environmental regulators. Disclosure: Dow Chemical has been a financial supporter of The Texas Tribune.
